L’AFFAIRE DU SIÈCLE

Mercredi dernier, le tribunal administratif de Paris a jugé que l’État français n’a pas fait assez pour la lutte contre le réchauffement climatique. C’est une décision historique de ce qui est maintenant connu comme “l’affaire du siècle”.

C’est un groupe de quatre ONG qui a saisi le tribunal (Notre affaire à tous, Greenpeace France, Fondation Nicolas Hulot et Oxfam France), soutenu par une pétition signée par plus de 2,3 millions de citoyens inquiets. Décidément, ils ne plaisantaient pas. La trajectoire fixée dans l’accord de Paris en 2015 n’a pas été suivie. L’État a été condamné à verser un euro symbolique aux associations.

Cependant, pour l’instant, il n’y a aucune obligation juridique à agir. Que va-t-il se passer alors? Encore de l’inaction? On dit que le gouvernement se trouve au pied du mur. La proposition de loi issue des mesures avancées par la Convention citoyenne sur le climat doit être présentée en conseil des ministres cette semaine.

« Je ne vois pas comment, aujourd’hui, le gouvernement pourrait rester les bras ballants », dit Jean-François Julliard, directeur général de Greenpeace France. « Ce serait une faute politique incompréhensible si Emmanuel Macron ne faisait rien suite à un tel jugement”. L’avenir le dira.

THE CASE OF THE CENTURY

Last Wednesday, the Paris administrative court ruled that the French state has not done enough in the fight against global warming. It’s an historic decision in what is now commonly known as “the case of the century”.

It was a group of 4 NGOs who took the matter to court (Notre affaire à tous, Greenpeace France, Fondation Nicolas Hulot and Oxfam France), supported by a petition signed by over 2.3 million concerned citizens. They certainly meant business. The path determined in the Paris agreement of 2015 hasn’t been followed. The state was sentenced to pay a symbolic amount of one euro to the organisations.

However, for the time being, there’s no legal obligation to do anything about it. What’s going to happen then? More inaction? It’s said that the government has its back to the wall. The bill which was the result of the proposals put forward by the Citizens convention on the climate is due to be presented to the council of ministers this week.

“I can’t see how, today, the government could just do nothing” says Jean-François Julliard, the head of Greenpeace France. “It would be an incomprehensible political mistake if Emmanuel Macron were to do nothing following such a judgement”. Time will tell.
